IBM Team Finds Innovative Use of Technology Could Ease Nairobi’s Traffic Jams

Execution of identified projects could help relieve city gridlock within 90 days of implementation
NAIROBI, Kenya - 11 May 2012: A team of IBM (NYSE:IBM) top experts assigned to Nairobi today provided a cohesive framework and roadmap to the city to improve the flow of road traffic and increase revenues from the transportation sector.
The recommendations complement Nairobi's considerable ongoing investment in underlying roadway infrastructure.  They include making traffic information more readily available to citizens, motorists, police, policymakers and planners so that better transportation decisions can be made in the near and far term.  

The blueprint presented by the IBM team also includes suggestions for using available technologies, including mobile phones, sensors and closed-circuit television, to more automatically pinpoint traffic issues.  In the recommended plan, parking and licensing would also be digitized and automated -- streamlining bureaucratic processes and increasing citizen satisfaction.  The plan prescribes enhanced collaboration between various transport bodies.

The IBM team, which performed several months of preparation before spending three weeks in local residence, studied Nairobi’s transportation system as part of an IBM Smarter Cities Challenge grant valued at Sh33 million (US$400,000), announced in March of this year.   

“A city is a system of systems.  One key finding of the study is that technology could provide a relatively simple way of bringing together existing systems to streamline the city’s transport sector and increase revenues for the government,” said Tony Mwai, Country General Manager, IBM East Africa.

Despite impressive investments in building road networks, inefficiencies within the city's transport sector cost Nairobi an estimated Sh50 million per day, negating revenues and commercial benefits from otherwise significant road infrastructure, and limiting the region’s economic growth. 

“The government has made immense investments in infrastructure over the last 10 years but we are challenged by the fact that many departments within government are working in isolation and not collaborating,” said Dr. Bitange Ndemo, Permanent Secretary in the Ministry of Information and Communications. 

“We will review these recommendations made by the IBM team with a view to fast-tracking them to help maintain Nairobi’s position as a key regional economic hub,” Dr. Ndemo said.

Intelligent Transport Solutions

The team of IBM consultants recommended the creation of a cross-departmental Smarter Transportation Authority that would harness initiatives taking place across government agencies under a single unit. 

This would allow for faster rollout of decongestion plans, enhancing revenue collection for government agencies and tightening enforcement of traffic rules. 

In addition, the IBM consultants advised the development of a Smarter Transportation Platform with an intelligent operations command center, leveraging existing and new closed-circuit television networks that show vehicle, traffic and roadway conditions as events unfold.

Enabling stakeholders such as citizens and police to view these video feeds online would lead to a decrease in traffic congestion by allowing commuters to plan their trips accordingly and police to allocate manpower more efficiently.

Another suggestion was to integrate data from multiple sources, including mobile phone signals generated from citizens stuck in traffic jams, to pin-point traffic hot-spots.  Analytics software could then be used to predict future flow issues, pushing the information needed to re-direct traffic to the intelligent operations center. 

The team also suggested digitizing parking for the speed and ease of finding parking spaces, to minimize congestion and to reduce environmental impact as well as using mobile devices to empower traffic police to monitor and manage traffic offenders through an intelligent enforcement solution.

The team’s findings follow the recent launch of an IBM research report titled "A Vision of a Smarter City: How Nairobi Can Lead the Way into a Prosperous and Sustainable Future," which highlights transportation, energy and public safety as three critical areas that the city must address in order to boost its economic competitiveness.

Smarter Cites Challenge

Nairobi beat 140 other cities around the world to become one of IBM’s Smarter Cities Challenge winners in March.  Launched in 2011, the IBM initiative is a three-year, 100-city US $50 million program and is IBM's single-largest philanthropic outreach.

Along with the deployment of a specialist team of expert consultants who focus on the city’s primary challenge, IBM provides special assistance to each winning city on the use of City Forward (http://www.cityforward.org), a free online site IBM created with public policy experts.  Citizens, elected officials and urban planners can use the site to explore trends and statistics in a visual and accessible way, which can be adapted for the examination of any number of urban issues -- leading to better decision making.

Las Vegas, NV, USA - 05 Mar 2012: IBM (NYSE: IBM) today announced that the U.S. Air Force (USAF) has selected IBM smarter buildings software to help its civil engineers maximize energy efficiency and automate the management of its physical infrastructure portfolio—from buildings, vehicles, runways and other infrastructure across 170 locations worldwide. This portfolio includes more than 626 million square feet of real estate, over 100 million square yards of airfield pavement and 10 million acres of land used by Active Duty, Reserve and Air National Guard personnel.
Presidential Executive Orders require executive branch departments and agencies to establish asset management plans, install performance measures and ensure the effective management of Federal real property assets through their entire lifecycle.  Additional orders require agencies to improve energy efficiency, reduce natural resource consumption and decrease waste production to reduce carbon emissions.
To meet this order, the Air Force Office of the Civil Engineer, whose mission is to provide, operate, maintain, and protect sustainable installations as weapon-system platforms through engineering and emergency response services across the full mission spectrum, will use IBM TRIRIGA software to gain greater visibility and control of its physical assets.
IBM’s integrated workplace management software, called IBM TRIRIGA, provides the Air Force with a standardized, powerful technology platform to analyze data about real property assets, streamline work orders and suppliers, and reduce energy use across thousands of buildings. Smart Grid Implementation Rises 25 Percent in the Past Year, According to Utilities Industry Survey
Third annual survey uncovers critical need for business intelligence solutions that manage massive amounts of data for business insight.

SAN ANTONIO — Jan. 24, 2012 — The Microsoft/OSIsoft Worldwide Utility Industry Survey 2012, released today at the DistribuTECH Conference & Exhibition, shows a 25 percent increase over last year in the number of utilities companies that have implemented smart-grid technology. The survey also shows that 28 percent of companies surveyed are in the planning phase, but 24 percent still have not started adopting any smart-grid technology. However, 63 percent of participants expect their budgets for these technologies to increase over the next two or three years.

The survey, which was a collaboration between Microsoft Corp. and OSIsoft LLC, polled 216 professionals within electric, gas and water utility industries around the world and highlights the challenges utilities face as they move from planning to actual smart-grid implementation. Nearly 20 percent of those surveyed said technical issues kept them from moving forward, which was a larger group than in last year’s survey.

“This year’s survey shows that more and more utilities companies are adding new devices to the grid and incorporating new data sets into their operational capabilities,” said Jon C. Arnold, managing director for the Worldwide Power and Utilities Industry at Microsoft and a member of the Smart Grid Advisory Committee to the National Institute of Standards and Technology. “However, many of these same organizations are encountering significant interoperability and integration challenges. Leveraging technology and architectures that are adaptable removes many of the technology risks. Fortunately, the Microsoft Smart Energy Reference Architecture (SERA) provides an infrastructure that protects current technology investments while enabling the implementation of forward-thinking smart-grid solutions.”

The survey indicated that 72 percent of respondents do not have an enterprisewide scalable architecture in place to support current and future smart-grid deployments. SERA provides a detailed framework for existing technologies that will enable bidirectional power and information flows around the grid, with particular attention to standards, interoperability and reduced costs. SERA also provides the first conceptual framework for adding cloud services to the development of the smart-energy ecosystem.

Business Intelligence Helps Realize Vision of Smart Grid

Smart-grid technologies provide access to large amounts of smart data, which can inundate organizational systems. When asked how they are addressing the big data challenge to the smart grid, nearly one quarter of surveyed companies referenced the importance of business intelligence solutions. Business intelligence tools and systems are critical to managing and analyzing large amounts of data, which in turn enables companies to make smarter and more proactive business decisions based on actionable information.

Sewage treatment has always been a dirty business, dating back to the frontier days when "waste management" meant the guy who followed after the horses with a bucket and shovel.

However, thanks to modern technology, there are ways to turn some of the treatment processes into clean energy that can power public infrastructure facilities.

The Hornsby Bend Biosolids Management Plant in Austin, Texas, located on 1,200 acres of land along the Colorado River, is a national model for innovative approaches to improve the environment, such as reducing waste, producing compost, and protecting ecosystems.

Each year, thousands of tons of biosolids, the nutrient-rich organic materials resulting from the treatment of sewage sludge, are anaerobically digested and composted with Austin's yard trimmings into an EPA-certified soil conditioner called "Dillo Dirt" (as in armadillo). This popular product is sold to commercial vendors for sale and use in public landscaping projects across the city. Demand for "Dillo Dirt" often exceeds available supply.

During the 1980s, an initial effort to improve energy efficiency at the plant started when two 400 kW converted diesel generators were installed. The generators were fueled by a mixture of digester biogas from the site and diesel fuel. This worked fairly well, but after 20+ years the old generators are no longer serviceable or repairable, and in recent years the gas has had to be flared.

Austin decided to use $1.2 million of its Energy Efficiency and Conservation Block Grant from the American Recovery and Reinvestment Act to replace the old equipment with modern "biogas rated" generation equipment.

The new generator equipment will generate clean electricity by utilizing digester methane from the sludge treatment process without the use of fossil fuels. In short, the same anerobic digesting process used to create the Dillo Dirt will also make the biogas used to power the generators. The result will demonstrate distributed clean power generation, reduce the facility's operating costs, and offset on-peak operation of the plant, thereby contributing to Austin's effort to avoid building new conventional power generation plants.

The new equipment is on order and the city intends for the project to be fully operational by the middle of next year. This single generator should generate more energy than the entire Hornsby Bend facility uses, thereby offsetting the plant's total energy use and generating a credit to the water utility.

Protecting the electric system from cyber threats and ensuring its resilience are vital to our national security and economic well-being. This is exactly why cybersecurity is one of four key themes in the White House’s Policy Framework for a 21st Century Grid. For obvious reasons, the private sector shares our interest in a safe and secure electric grid. The Administration has benefited from working closely with industry, including to develop the Roadmap to Achieve Energy Delivery Systems Cybersecurity, released by the Department of Energy last September.

To continue that close cooperation, last week Deputy Secretary of Energy Dan Poneman and I, along with senior officials from the Department of Homeland Security, hosted industry leaders to discuss a new initiative to further protect the electric grid from cyber risks. This initiative -- the Electric Sector Cybersecurity Risk Maturity Model Pilot -- is a new White House initiative led by the Department of Energy, in collaboration with the Department of Homeland Security, to develop a model to help us identify how secure the electric grid is from cyber threats and to test that model with participating utilities.

Gaining knowledge about strengths and remaining gaps across the grid will better inform investment planning and research and development, and enhance our public-private partnership efforts.

I was encouraged to see an impressive number of electric sector leaders participating and sharing their views with us. Their high level of interest in this new effort reaffirmed for me that these stakeholders share our desire to better understand the strengths and remaining gaps across the sector, so that together we can continue to take concrete steps to protect the electric grid from cyber threats.

We look forward to continued cooperation with our partners in industry to ensure this initiative builds on industry efforts and becomes a meaningful tool to create a modern, secure electric grid that carries us through the 21st century.
